Amid many national crises, the one of housing seems one of the most intractable–especially here in the Bay Area. However, there are ways forward for unhoused people seeking agency and a change of circumstances, and there are many local organizations doing revolutionary work in this regard. Joining us for this discussion about policy and practice around the topic will be representatives from Bay Area agencies working with the unhoused community, co-director of the mid-length documentary Lead Me Home Jon Shenk, and participants from the film.

Jon Shenk recently co-directed Athlete A (2020) with his film partner, Bonni Cohen. Jon co-directed and photographed An Inconvenient Sequel: Truth to Power (2017) which premiered on opening night of the Sundance Film Festival in 2017, was shortlisted for the 2018 Oscars, and was nominated for a 2018 BAFTA for Best Documentary. In 2016, Jon co-directed and photographed the Peabody Award-winning film Audrie & Daisy, which premiered in competition at the 2016 Sundance Film Festival. In 2011, Jon directed The Island President, winner of the 2011 TIFF’s People’s Choice Award.
CEO/Executive Director Anne Quaintance joined Conard House in July 2020, bringing a history of nonprofit administration, program development, advocacy, government affairs, business planning, and public policy experience with her. Anne has worked extensively in San Francisco and various nonprofits to address food insecurity in underserved populations, including Meals on Wheels San Francisco and the San Francisco-Marin Food Bank. Anne founded and is a current member of the San Francisco Board of Supervisors Food Security Task Force, and has also served her city as a Senior Analyst for the San Francisco Human Services Agency.
Gail Gilman is All Home’s Chief Strategy Officer. With over 25 years of non-profit experience, Gail is the former CEO of Community Housing Partnership. She has been extensively involved in regional and national public policy efforts, including most recently as Political Director for San Francisco’s 2019 $600M housing bond, as well as co-chairing numerous ballot initiatives ranging from housing bonds to revenue measures for homelessness. Gail knows deeply that population-specific outcomes must be part of any housing interventions for people experiencing homelessness.
Shireen McSpadden is the Executive Director of the Department of Homelessness and Supportive Housing for the City and County of San Francisco. Her experience and connection to communities will help the Department meet its strategic goals of serving our most vulnerable residents, including the critical work of delivering on the promise of the Mayor’s Homelessness Recovery Plan. Shireen has over 30 years’ experience providing services to people with disabilities and seniors, in both the nonprofit and public sectors.
Kevin Fagan is a veteran reporter at the San Francisco Chronicle, specializing in homelessness, poverty, and social welfare issues. He immerses himself in the gritty culture surrounding unhoused populations in the Bay Area and around the nation to illustrate the problems they tackle. He also analyzes government and nonprofit programs meant to help them. Over the past 20 years, Fagan has produced more than 500 high-impact stories that helped drive city and national policy on homelessness.
